Federal Affairs and Local Development Ministry’s Secretary, Mahendra Man Gurung, said the Ministry had mobilized a team to monitor the public construction works. Physical Infrastructure and Transport Ministry’s Secretary, Arjun Karki, spoke against delaying the introduction of public purchase regulation. Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) General Director, Ram Krishna Sapkota, said the public works undertaken at central and local levels tended to be different in nature, and added that it was necessary for the construction entrepreneurs to complete their works by remaining responsible. The Development Committee under the Legislature-Parliament today issued instructions the government authorities to introduce a regulation for effective implementation of the Public Procurement Act (PPA). The regulation has continued to remain on hold at the Office of the Prime Minister and Council of Ministers. The Committee has asked the government to hold consultations with different sides to draft the regulation which is necessary for enhancing the quality of public procurement works, accountability and timely completion of the undertaking. The Committee meeting presided over by its President, Rabindra Adhikari, instructed the Ministry of Federal Affairs and Local Development and Ministry of Physical Infrastructure and Transport in order to facilitate the completion of the public construction tasks in stipulated timeframe and make construction entrepreneurs more responsible. The meeting also directed the two ministries to expedite effective monitoring of three Cs – ‘client, construction and consultancy’ – and not allow the shortage of materials to hit public construction ventures.
