Similarly, General Administration Minister Rekha Sharma urged the senior leaders of the major parties to be serious for the implementation of the constitution adding that the government was working out in this regard. CPN (UML) general secretary Ishwar Pokharel said that the issues of the constitution implementation should not be limited on the speech of the leaders. Likewise, Nepali Congress leader Kamala Panta expressed dissatisfaction on constitution implementation schedule prepared by the government claiming that it was issued without the consent of the opposition Nepali Congress. CPN (Maoist Centre) leader Dev Gurung suggested strengthening the bureaucracy to implement the constitution. Chief Secretary Dr Somlal Subedi opined for addressing the financial aspects for federalism, inter-governmental coordination while operating federalism even to end political transition. Chairman at the High Level Administration Reforms Committee, Kashiraj Dahal, stressed on preparing the Public Administration National Policy to implement the federalism. Presenting the working paper on the occasion, Prof Dr Krishna Pokharel said that the parties should show the unity for the implementation of the constitution. Local Bodies Reconstruction Commission chair Balananda Poudel shared that the commission was accomplishing its duty.Experts in the area of constitution and politics have expressed their deep concerns over the delay of the implementation of the constitution commenting that the leaders were found divided in the critical period of implementing the national charter. Speaking in an interaction on ‘Implementation of Constitution: Challenge and Accountability’ organized by the High Level Administration Reforms and Implementation Committee here in the capital today, experts suggested the government and political parties to hold discussions with disgruntled parties to make them an environment to accept the constitution and creating the ownership upon it. They urged the parties to maintain the unity as they had shown during the constitution declaration. Inaugurating the programme, Prime Minister K P Sharma Oli urged the Nepali Congress to cooperate the constitution implementing process as the government has come with detail schedule for the same. He said that the government was seriously working out to implement the constitution as it was preparing to table the amendment bills required for the implementation of the constitution. He argued that the recent cabinet meeting had issued a schedule to hold the election of local, federal and central bodies by 2018 January.
